Sr. Subcontracts Administrator - Reston, VA

Unless specifically stated otherwise, this role is "On-Site" at the location detailed in the job post. In this role, you will participate in subcontract formation and/or administration. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Subcontract administration includes continual progress review, forecasting, and collaboration across functions to produce the best outcome. Your work will ensure subcontract compliance with project requirements. Note: This position will start in Reston, later will need to mobilize to the field. "This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership,"

Major Responsibilities:

  • Pre-Award / Formation Activities: Develop and issue tender packages, manage bid clarifications, and conduct pre-award meetings. Evaluate proposals and prepare recommendations for contract awards. Draft and finalize contract documents in coordination with legal advisors. Maintain bid registers, correspondence, and presentation materials.
  • Post-Award / Administration Activities: Lead contract administration including implementation of procedures and compliance monitoring. Review contract terms to identify risks, ambiguities, or deviations. Manage contract changes including scope modifications, extensions, and price adjustments. Negotiate and resolve claims and disputes, coordinating with relevant stakeholders. Ensure documentation is generated, collected, and stored in accordance with Bechtel and project requirements. Track deliverables, milestones, and contractor performance to proactively manage the contract and ensure project milestones are achieved.
