Job Description
Under the oversight of the Bank's Community Reinvestment Act (CRA) Officer, the Regional Community Reinvestment Act Officer (Regional CRA Officer) is responsible for the execution of the bank's CRA initiatives and programs in the communities we serve - primarily focused on the bank's Central PA markets. This position focuses primarily on identifying and cultivating strategic relationships for the bank across its Central PA Markets, resulting in lending, investment, and service opportunities. The Regional CRA Officer will facilitate community outreach and engagement by the bank's regional and line of business leadership and will develop relationships with community and not-for-profit organizations, realtors, developers, builders, churches, cultural groups, government agencies, and major employers. The Regional CRA Officer will support the State President, Marketing Team, Financial Education Program Coordinator, and Community Engagement Manager to deploy marketing, financial, credit, and homeownership educational programs throughout the marketplace and will actively promote these programs throughout the bank's assessment area. The incumbent complies with operating policies and procedures that are established for the function of the position, communicates with appropriate personnel, responds to inquiries or requests for information, maintains appropriate records and provides assigned reports.
Essential Job Responsibilities
1. Actively engages with strategic community partners including but not limited to not-for-profits, developers, builders, churches, realtors, government agencies, and others to establish First Commonwealth's CRA presence within each of our Markets.
2. Identifies and makes recommendations to the CRA Officer on potential CRA Lending, Investment, and Service Opportunities.
3. Serves as a member of the CRA Committee and actively participates and supports activities undertaken by the lending, investment, and service sub-committees, as applicable.
4. Maintains a comprehensive log of outreach, engagement, and outcomes for the entire bank's CRA efforts.
5. Monitors overall CRA- related activities and performance of the CRA Tactical Plan.
6. In tandem with the Bank's CRA Officer, facilitates and participates in key community organizational planning meetings and outreach events across the bank footprint and assessment areas.
7. Coordinates or conducts Homebuyer Seminars, financial education seminars, and other educational workshops in tandem with the Retail Mortgage Sales Executive and Financial Education Program Coordinator.
8. Actively promotes First Commonwealth as a good corporate citizen and works with the Regional Presidents and Regional Marketing Manager to promote programs, products, and branding for First Commonwealth.
9. Performs networking activities through community involvement and attending networking events such as serving on community and center of influence organization boards.
10. Provides guidance and support to community and not-for-profit organizations who solicit First Commonwealth Bank for support.
11. Analyzes and evaluates the bank's CRA performance in the assigned Marketplace and makes suggestions and recommendations to the CRA Officer on areas of improvement.
12. At the direction of the CRA Officer, prepares reports, Performance Contexts, and detailed analysis of programs and products offered by First Commonwealth Bank.
13. Stays abreast of applicable changes to CRA regulations, statutes, and examinations. Recommends changes to and/or enhancements to existing policies, procedures, or direction to the CRA Officer.
14. Maintains thorough knowledge of lending programs, policies, compliance, procedures, and applicable laws and regulations.
15. Actively cross-sells First Commonwealth Bank products and services per predetermined goal assignment.
Bona Fide Occupational Qualifications
1. An associate's degree or equivalent experience is required.
2. A minimum of five (5) years of community development experience is required.
3. Exceptional time management ability is critical, as are communication and organizational skills.
4. A valid driver's license and ability to travel across the bank footprint are required.
5. Must register and maintain current registration through the Nationwide Mortgage Licensing System & Registry (NMLS).
