Parks & Recreation Project Manager

The City of Tukwila is seeking a Parks & Recreation Project Manager . Under the direction of the Director of Parks and Recreation or designee, the Parks Project Manager performs professional-level project management activities and coordinates all aspects of planning, design, and construction for parks, trails, golf facilities, recreation facilities, open space, and related infrastructure.

This role increases the Citys capacity to deliver safe, accessible, equitable, and high-quality parks and recreation facilities by managing capital improvement projects from concept through construction. The position requires a high degree of independent judgment and professional expertise in managing complex, multi-disciplinary public sector projects within established policies, budgets, and timelines.

Tukwila shares borders with the Cities of Seattle, Renton, SeaTac, Burien, and Kent. Its central location lies in the heart of the Puget Sound region, sitting 12 miles south of downtown Seattle, 17 miles north of downtown Tacoma, and just east of SeaTac Airport. It is easily accessed by I-5 and I-405 or via either of Tukwila's two train stations, the Sounder Station or the Sound Transit Light Rail Station.

Tukwila Parks and Recreation is home to over 150 acres of open space including parks, multi-use trails, Foster Golf Links, and the Tukwila Community Center. Salary Range

$10,286 - $12,504 per month. This position is represented by the Teamsters 763. Note: We dont typically hire at the top of the range.

Responsibilities
  • Plan, coordinate, and manage all phases of capital projects including scope development, scheduling, budgeting, design, permitting, bidding, construction administration, and closeout.
  • Manage consultants, contractors, and vendor contracts in compliance with City, state, and federal procurement laws and regulations, including Small Works, apprenticeship, and MWBE requirements.
  • Develop requests for proposals (RFPs), requests for qualifications (RFQs), bid documents, and consultant selection criteria; conduct pre-bid meetings, bid analysis, and award recommendations.
  • Oversee planning, design, and construction of park and recreation facilities, trails, golf amenities, open space improvements, and supporting utilities and infrastructure.
  • Coordinate with internal departments, external agencies, utilities, and service providers to resolve conflicts, ensure regulatory compliance, and minimize public impacts.
  • Manage project budgets, funding sources, cash flow projections, consultant and contractor payments, and prepare status and financial reports.
  • Contribute to Parks capital improvement program (CIP) planning, budgeting, levels of service analysis, and long-range planning efforts.
  • Lead and support equitable public engagement processes and coordinate project-related communications, including public meetings, stakeholder coordination, and Council materials.
  • Ensure compliance with applicable codes and regulations including SEPA, ADA, stormwater, environmental, cultural resource, and land use requirements.
  • Maintain complete and accurate project records including contracts, drawings, specifications, permits, as-builts, and closeout documentation.
  • Serve as a liaison between consultants, contractors, City staff, community groups, and advisory boards; prepare and present information to City Council and commissions as needed.


Knowledge of
  • Capital project management principles and practices for public sector facilities and infrastructure.
  • Parks and recreation facility planning, design, construction, and renovation.
  • Procurement, contracting, bidding, and consultant selection processes.
  • Applicable federal, state, and local laws, regulations, and codes related to capital development, land use, environmental review, and accessibility.
  • Budget development, financial analysis, and project cost control.


Skill and Ability to
  • Manage multiple complex projects simultaneously while meeting budget and schedule requirements.
  • Interpret construction plans, specifications, contracts, and technical documents.
  • Communicate effectively in writing and verbally with diverse audiences including the public, consultants, contractors, boards, and elected officials.
  • Work independently with initiative, sound judgment, and professional discretion.
  • Establish and maintain effective working relationships across departments and with external partners.
  • Navigate construction sites and perform field inspections under varying conditions.


Minimum Qualifications
  • Bachelors degree in Parks Administration, Planning, Landscape Architecture, Construction Management, Environmental Science, Engineering, or a related field; and
  • Five (5) years of professional project management experience;
  • Or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
  • Valid Washington State Drivers License required.


Preferred Qualifications
  • Professional registration or certification (e.g., Landscape Architect, Professional Engineer, PMP) or ability to obtain within a reasonable timeframe.
  • Experience managing publicly funded capital projects and grant-funded work.



Physical Requirements

Positions in this class typically require stooping, kneeling, crouching, reaching, grasping, talking, seeing, hearing, climbing, crawling, and walking. Work may include field inspections and exposure to construction environments. Ability to lift up to 50 pounds occasionally and 20 pounds frequently.
